City Life Police Department Standard Operating Instructions V1.01


Dress

Armed Suspect, No Shots Fired The CLPD must issue a warning, if you fail to comply, the CLPD is authorised to use lethal force.

Armed Suspect, Shots Fired The CLPD is authorised to use lethal force, without warning.

Stolen Police Car The CLPD is authorised to engage the vehicle, not the occupants.

ATM/Bank Robbery The CLPD will cordon off the area, announcing so on 311. Should you breach the cordon, or cause a nuisance to Officers you will be detained and possibly arrested.

Negotiations Involving fiscal transaction The CLPD may only pay 30k in negotiations. This can be multiplied by the number of hostages. Although they will pay no more than 75k. A Captain or Commander may enhance this amount, as a last resort, at their own discretion. Bank Negotiations We will endeavor to negotiate with suspects who rob the bank, in order to reach a peaceful solution. The CLPD will consider negotiations to have broken down if: No further communications are received within a period of time The lives of Officers or Civilians are threatened Miscellaneous Negotiations

The main aim of the CLPD is to resolve situations peacefully by negotiation. Lethal force is a last resort.  


Pursuit Codes

Code Green: Safely follow the suspect vehicle and attempt to make them stop by using Siren B, your main siren, and your lights. Blocking methods may be used, but avoid damage to the police vehicle and do not ram the suspect vehicle. Spike strips may be authorised by a Sgt or above to stop the suspect vehicle. (After 5mins)

After a code green pursuit has been ongoing for 10 minutes you may ask a dispatcher or a SGT to escalate the pursuit to a Code Amber.

Code Amber: Can be declared after 10 minutes of code green and permission from dispatch/SGT or above, or the suspect vehicle has rammed/damaged your vehicle or another civilian vehicle. Attempt to make the suspect vehicle stop by using Siren B, your main siren, and your lights. The suspect vehicle may be pushed into things that may help disable and stop the suspect, attempt to limit the damage to the police vehicle through bumper to bumper contact only. Blocking methods may still be used if possible, such as road blocks or boxing the suspect in - No Suicide roadblocks! Spike strips may be used to stop the suspect vehicle.

After a code amber pursuit has been ongoing for 10 minutes (20 minutes of an overall pursuit) you may ask a dispatcher or a SGT to escalate the pursuit to a Code Red. (If no SGT is online - you can make the call use good judgement) Can be declared after 10 minutes of code amber and permission from dispatch/SGT or above, or the suspect has killed prior to the chase start, or the suspect killed during the chase turns the chase into code red, a kidnapping/hostage, a stolen CLPD vehicle or pursuing officers lives are suspected to be in imminent danger (credible 141 threats / suspected ambush and with permission from SGT or above)

Code Red: Can be declared after 10 minutes of code amber and permission from dispatch/SGT or above, or the suspect has killed prior to the chase start, or the suspect killed during the chase turns the chase into code red, a kidnapping/hostage, a stolen CLPD vehicle or pursuing officers lives are suspected to be in imminent danger (credible 141 threats / suspected ambush and with permission from SGT or above) Attempt to make the suspect vehicle stop by using Siren B, your main siren, and your lights. The suspect vehicle may be pushed into things that may help disable and stop the suspect. Blocking methods may still be used if possible, such as road blocks or boxing the suspect in - No Suicide roadblocks! Spike strips may be used to stop the suspect vehicle. Ramming methods may be used to damage the suspect vehicle to disable it, although police vehicle damage is not restricted do not put yourself or others in mortal danger. Lethal force may be used on the engine block and tires of the suspect vehicle to disable it.

Lethal force may ONLY be used on the suspect that has killed either during the chase, or had previously killed before entering the chase. If there are other suspects in the vehicle that are not suspected of killing lethal force on the persons will not be authorized.

Threat Level GREEN - Low threat Officers can ride by themselves and patrols are routine in nature. Normal presence at key areas. Traffic stops will be normal unless suspect is warranted

Once increased threats against innocent life and/or members of the PD. Proceed to amber

AMBER - Elevated threat - Officers will pair up with each other and patrol. - Elevated presence at key areas. (i.e Westport ((bank, car storage)) etc) - Officers will cover each other at traffic stops.

Officers have been killed in the line of duty. Proceed to Red

RED - High Alert - Officers will pair up and travel with at least 2 pairs of officers (4 officers and 2 vehicles) - Mandatory presence at car storage and other key areas. - Traffic stops will be performed as a felony stop.

Multiple officers down, civilians are taking over the cities, terroristic threats been made, citizens are unable to be safe in their own homes proceed to critical.

CRITICAL - Escalated High Alert

- Use of heavy armour vehicles by SGT's and above. - Use of Armoured vehicles on patrol - All cities are under martial law. - All patrols must be 2 per vehicle and 2 vehicles per group.

Plantations The CLPD has the right to investigate plantations. If Officers intend to raid the plantation or narcotic institute, they will send a 311 and will then raid.

If you are on a plantation which is being raided, surrender immediately.

Do not interact with drugs, or you will be charged as if being associated with all criminality which takes place on the plantation.
